I have long been interested in the question of how to get a recording of a telephone conversation from someone else’s mobile phone. No, I didn’t want to hack anyone at all, but I often use my own phone for work, so I want to be sure that no attacker will listen to me. First, I studied the working methods of the special services. It’s much easier for them because they have access to archives mobile operators, which can often record any telephone communication. All archives are raised by court decision, and sometimes without it. Fortunately, if you are an ordinary citizen, no one will be interested in you at such a high level.

If you needed to record a telephone conversation on a Samsung, you had to find some special software. So I went in search of him. First, I studied a large number of different resources on the Internet. I even installed some programs into the mobile phone’s memory and tested them. Alas, it was a complete disappointment! I have never encountered any actually working programs with such hacker functions, but I have come across a lot of scams, Trojans, and viruses.

I also didn’t find a separate telephone set with conversation recording for sale, but I came across an interesting service for Reserve copy required information. Is it possible to build a system that records and stores all conversations of all subscribers of a particular operator?

Equipment mobile network standard GSM allows you to organize recording and listening telephone conversations a specific subscriber - or several dozen subscribers. From this fact, a far-reaching conclusion is often made that operators use such functionality to record and store all conversations of their subscribers over a certain period of time. If a subscriber becomes the object of close attention of the special services, operators can, upon request, provide available recordings of conversations almost six months ago.

Is this real?

To make the calculation, you can take publicly available data on the number of calls in the network of one of the largest Russian operators. This operator serves 51.5 million subscribers, who consume an average of 134 minutes of voice traffic per month - most likely, we are talking only about outgoing calls.

Thus, the total duration of calls of all subscribers in one month will be:

51.50 million x 134 minutes = 6.9 billion minutes

After processing and digitization in a mobile phone, the voice signal in GSM networks transmitted as a digital stream at a speed 9.6 Kbps. Thus, without additional processing, all subscriber calls in one month constitute a fairly significant amount of information:

6.9 billion min x 60 s x 9.6 Kb/s / (8 b/B) = 514 B = 500 TB

Now you can think about how difficult (and expensive) it will be to build and maintain a system that:

1. Records outgoing and incoming conversations of all subscribers within a specific network;
2. Does it quickly enough;
3. Allows you to easily find any conversation (by subscriber ID and date, for example);
4. Allows you to store information for at least three months;
5. Works with switching equipment from any supplier;
6. Does not create significant additional load on signaling and voice channels, switch processors, etc. network equipment, does not affect the network's ability to service calls;
7. Quite reliable - for example, it records at least 99% of conversations;
8. Quite safe - does not allow leakage of confidential information to persons who do not have special permission (sanction of the prosecutor, for example).

What follows from this:

1. All conversations are recorded => The system should not be afraid of the fact that subscribers are mobile. That is, it must take into account that subscribers move between base stations during a conversation, can even move to the service area of ​​another switch, can redirect calls, combine them into conferences, answer several calls simultaneously, and so on;
2. The system works quite quickly => Any post-processing of the voice performed before recording for storage must have time to work “on the fly”;
3. Ability to find what is recorded => The system must be equipped with an index/search mechanism and integrate with the system that stores basic subscriber data - to take into account changes in phone numbers and SIM cards. Data about completed calls should appear in the system without significant delays;
4. Storing the recorded data for three months => Based on the previous calculations, a minimum of 1500 TB of disk space is required (if post-processing of the voice signal is not used);
5. Compatibility with solutions different manufacturers=> A specified interface is required, which is guaranteed to be available from all leading manufacturers of switching equipment;
6. No significant load => You cannot load call processors in switches or channel equipment with uncharacteristic tasks such as voice compression into MP3;
7. Reliability => Redundancy is required for communication channels, power supply and hard drives;
8. Security => A centralized mechanism is needed to manage and control access to recorded information.

To stay updated on movements mobile subscribers and in order to respond adequately to them, the system must connect to switches (and not, say, controllers base stations), since it is the switches that are responsible for all the functionality related to subscriber mobility. A network capable of serving 50 million subscribers will have about 50 average switches.

Now let's see if it is possible to make the system distributed by placing near each MSC not just a storage facility for the primary accumulation of information, but something more intelligent - for example, a node that satisfies all the formulated requirements at once.

First, let's imagine one several possible scenarios for servicing a call from subscriber A to subscriber B.

Scenario 1: Throughout the entire call, subscriber A is in the service area of ​​switch X, and subscriber B is in the service area of ​​switch Y. In this case, the conversation can be recorded on any of the switches of our choice. If a recording is made on both switches, then the result will be two absolutely identical records, and one of them can (and should) be thrown out before storing it in the central storage.

Scenario 2: Throughout the entire call, subscriber A is in the service area of ​​switch X, and subscriber B is in the service area of ​​switch Y, but the call goes through an intermediate switch Z. The scenario is very similar to the previous one, except that there will be three identical copies of the record .

Scenario 3: At the beginning of the conversation, subscriber A is in the service area of ​​switch X, and subscriber B is in the service area of ​​switch Y, and during the conversation they move: subscriber A moves to the service area of ​​switch T, and the subscriber moves to the service area of ​​switch S. In this In this case, the complete recording of the conversation will have to be assembled from parts. There will be four parts in total, and from them it will be possible to assemble two complete copies of the recording in four possible ways.

If you have the honor that during a call both subscribers can use the conference call and call hold services, and there can be more than one intermediate switches (and they can change in the process of moving subscribers), then it becomes clear that in the general case, to collect the full recording a conversation, it is necessary to solve the problem of correlating data from different sources. Similar work is performed by inter-carrier billing systems, the architecture of which can be taken as a starting point for the design of our hypothetical global eavesdropping system. You need to choose between two options:

* Or collect all the accumulated data into some common centralized storage and process it there. This simplifies processing and maintenance, but requires significant computing power in the processing center;
* Or collect in a central storage only metadata about the call (who called, to whom, when) and correlate them in order to understand which parts of the call from which switches will give a complete recording of the conversation. The conversation records themselves can be stored distributedly. The correlation results are used to retrieve parts of a specific conversation from distributed storage. This approach reduces the requirements for computing power in each specific node of the system, but significantly increases its complexity and complicates maintenance and “keeping afloat”.

For further calculations, let's assume that from the point of view of security and ease of maintenance, it is better to store and process information in one central place. But first the data needs to be delivered there.

For simplicity, we assume that the load on the switches is distributed uniformly and continuously. Accordingly, 500 TB of conversations are distributed among 50 switches, and each one accounts for 10 TB of voice traffic per month. To receive such an amount of information, you need to have a channel with the following bandwidth:

10 * 10244 / (3600 s * 24 hours * 30 days) * 8 bits per byte
= 4241943 bps
= 32 megabits per second

In total, we include 50 such channels in the estimate.

How many hard drives will you need? From 3000 hard drives of 500 GB to 6000 (if we write everything without pre-processing and record each conversation twice - for the caller and the recipient). Accordingly, the supply is another 150-300 of the same hard drives annually.

In addition, it is necessary to combine such a number of hard drives into an indexed storage with some kind of user access interface. The storage must ensure uninterrupted recording of conversations from all switches (at a speed of 1600 megabits per second), updating “on the fly” search indexes and servicing requests to search and retrieve recorded conversations.

We will not go into details of the possible architecture of such a storage facility now. Let's briefly list everything we've counted so far:

* Media: 3000-6000 hard drives of 500 GB each, or 3 times (roughly) less hard drives, subject to voice compression at 8 kbps mp3 - since the GSM codec already performs voice compression, it will not be possible to achieve greater gains. Naturally, instead of the “saved” hard drives, it is necessary to add processors to perform compression;
* Infrastructure for building 50 communication channels of 32 mbps;
* Servers that provide an interface to the storage and its functioning (indexing, searching for required records, searching and deleting old records, integration with the subscriber management system);
* Power supply and climate control for all equipment;
* Space in server rooms for equipment placement;
* Infrastructure for the operation of the entire system (service personnel, warehouses, logistics...)

It is clear that technically all this is feasible. The only question is economic feasibility.

What self-respecting operator will shell out money for all this “luxury” simply because he was persistently asked for it - given that there will be no return on such investments? As far as I know, there are no laws anywhere that would oblige operators to provide such a “service,” so we can only talk about a “persistent request” from the state or law enforcement agencies, but nothing more.

Which operator has the local technical expertise to build and support a solution of this scale using exclusively its own employees? If you think this is very simple and cost-effective, think about why large telecom operators are not creating their own billing, financial and ERP systems.

Where are the suppliers and manufacturers of such ready-made solutions for those operators who cannot develop similar system on one's own? The Ministry of Telecom and Mass Communications presented draft requirements for telecom operators and Internet companies to implement the Yarovaya Law. The updated requirements only slightly reduce the forecast for costs, which in the case of telecom operators may exceed company revenues.

The Ministry of Telecom and Mass Communications on Friday evening published draft by-laws clarifying the provisions of amendments to the law “On Communications” introduced by the “anti-terrorist package” of deputy Irina Yarovaya and senator Viktor Ozerov. Despite the expectations of telecom operators and Internet companies, the terms and volumes of storage of telephone conversations and traffic of Russians remained virtually unchanged.

Telecom operators providing intra-zonal, long-distance and international telephone services will be required to store voice information and text messages users up to six months.

Internet traffic storage volumes will depend on the channel capacity of telecom operators. So, from July 1, 2018, they want to oblige companies to store 1 petabyte (PB) for every 1 Gbit/sec. capacity of the communication center, and from January 1, 2019 this value should increase to 2 PB.

Operators will be able to both store information on their own equipment and rent it from each other, providing authorized government agencies, that is, the FSB, with 24/7 remote access to the storage. MegaFon representative Yulia Dorokhina notes that “based on network capacity, for example, the total capacity of the networks of all telecom operators in Russia can be at least 30 Tbit/sec., from 2018 MegaFon will need to store 150-200 PB, and since 2019 - already 300−400 PB.”

Significant costs will also be incurred by the organizers of the dissemination of information, that is, the owners of Internet platforms that allow sending emails. They will have to store all traffic of Russians, including voice and text information, video, up to six months, and metadata, that is, the facts of receiving and transmitting messages between users, for one year.

According to the Ministry of Telecom and Mass Communications, business will need 1.2 trillion rubles to create the necessary infrastructure, which will have to be invested, among other things, in the construction of new data centers. At the end of 2015, the number of server racks in Russian data centers amounted to 27.8 thousand, according to iKS-Consulting data. By 2018, to implement the requirements of the law, their number will need to be doubled, states the Ministry of Telecom and Mass Communications.

The essence of the matter: Anna S. lent her distant relative and her husband 1,500,000 rubles, at 20% per year, for three years. Soon the debtors' family broke up and payments stopped. The receipt was issued, but in the name of the relative’s husband, and she herself immediately refused to pay. Moreover, the woman stated in court that she knew nothing about the debt and that her husband took the money for his own needs.

When the woman presented in court a recording of telephone conversations from two years ago, in which the defendant clearly confirmed the fact of borrowing money jointly with her husband, it seemed that she had nowhere to go. The authenticity of the recording was not in doubt, even the defendant admitted it.

However, the defendant’s lawyer protested against the use of audio recordings of telephone conversations as evidence, citing the Law “On Information, information technology and protection of information”, which prohibits the collection of information about a person’s private life against his will.

The regional court was convinced by this argument and the case was considered without taking into account the provided audio recording. As a result, the entire amount of the debt was ordered to be compensated by the ex-husband of the plaintiff’s relative.

Supreme Court Russian Federation canceled the appeal ruling of the regional court and sent the case for a new trial, due to the fact that the law does not prohibit the recording of telephone conversations if it is made by one of the persons participating in it.

In accordance with Part 1 of Article 55 of the Civil Procedure Code of the Russian Federation, evidence in the case is information obtained in the manner prescribed by law about the facts, on the basis of which the court establishes the presence or absence of circumstances justifying the demands and objections of the parties, as well as other circumstances that are important for the correct consideration and resolution of the case. This information

can be obtained from explanations of the parties and third parties, testimony of witnesses, written and material evidence, audio and video recordings, expert opinions.

A person presenting audio recordings on electronic or other media or

the person applying for their requisition is obliged to indicate when, by whom and under what conditions the recordings were made (Article 77 of the said code).

Thus, audio recordings are classified by the Civil Procedure Code of the Russian Federation as independent means of proof, and therefore the plaintiff argues that cash under the loan agreement were provided for the common needs of the spouses, the right to refer to the audio recording of the conversation with them.

Technological progress does not stand still. Today, every smartphone owner is able to constantly (without even remembering it) record their telephone conversations.

And if until recently only a few brave souls recorded their negotiations, and the majority of smartphone owners either did not think about it or were afraid of any consequences, then after the decision of the Supreme Court, it is simply stupid not to use this opportunity to protect themselves.
