Telephone fraud is a new modern type of scammers who, using a landline or mobile phone They defraud people of money and almost always go completely unpunished.

This type of crime is quite profitable and, very importantly, today there is little punishment under the Criminal Code. After all, today is the purchase of a new phone number it is not difficult for scams, while complete anonymity is maintained.

Invisible criminal

Modern computers and software allow law enforcement agencies to track the location of shipment with high accuracy SMS messages or an outgoing call, but scammers also know about this.

This is why phone fraud, in most cases, occurs in crowded places - train stations, markets, which makes it impossible to determine who exactly made the call or sent the message.

Quite often calls come from other regions of the country. There have even been recorded cases where scammers called from places of imprisonment, after which they gave instructions to their accomplices in the wild to receive money.

What is special about telephone scams?

There are a lot of methods of fraud using a telephone, but having at least general information about their scheme, you can easily avoid getting hooked by scammers.

So, 11 of the most common methods of telephone fraud.

  1. “Mommy save me!” This scheme is not new. There has been a lot of talk about it in the news and online, but still many people fall for this trick. The scheme is based on human psychology. There’s a call in the middle of the night, you answer and hear a tear-stained voice: “Mommy (daddy), save me, I beat a man (knocked him down with a car), I’m talking from a policeman’s phone, now I’ll give him the phone.” Next, a pseudo-policeman communicates with you, who says that you can come to an agreement while the authorities are not there, but there is very little time and in 30 minutes nothing can be done. Requests to transfer a certain amount of money to the specified account. This is where the maternal instinct wakes up, especially in a sleepy person at 2 am.
  2. Dear flirt. They call your number and hang up, after you called back it turned out that the person simply had the wrong number. But this unknown person turns out to be a girl with a mesmerizing voice who doesn’t mind talking to you further. Only the number turns out to be a paid one with an expensive per-minute rate. The same can happen with SMS. A message comes: “Kitty, I have no money on my balance, call the number back... Your bunny.” Then it turns out that the number was a paid one.
  3. Offers on the Internet. Pseudo-entrepreneur rents paid number and places tempting advertisements online - cheap sale of a car, an apartment in the city center, a promotion on an iPhone for half the price, etc. The client calls and is asked to wait a couple of minutes. Then they pick up the phone and ask you to stay on the line until the product is found in the database, stall for time and say that, unfortunately, the product was already sold 5 minutes ago. Well, the number, as usual, is paid, and for 10 minutes of your wait the amount will accrue a considerable amount.
  4. Paid code. We have all heard about special services from companies mobile communications by entering special codes into the phone, for example, transferring funds to the balance of another subscriber, making a call at the subscriber’s expense. But many of us, unfortunately, do not remember these codes by heart, or even don’t know them at all, because we have never used them. This is what scammers take advantage of. They're calling from hidden number and they say that they are representatives of the technical department of a mobile company and they need to check the functionality of the subscriber number. To do this, they ask you to dial a certain code on your phone. After an ignorant person dials the code, the money goes to the scammers’ account.
  5. Problems with the SIM card. A person receives a call from a pseudo-operator cellular communication. They say that you have some problems with your number. To fix it, they are asked to send some text to a specific number. As it turns out later, the number is a paid one.
  6. Kind-hearted citizen. A stranger comes up on the street and begins to tell a sob story about how his mother is in the hospital, he needs to call his brother, and the battery is dead. You can come up with a thousand stories like this every hour. The kind-hearted “You” tries to enter into the position of the unfortunate one and lets him call. If this person turns out to be a swindler, then the dialed number, of course, turns out to be a paid one, and he or his accomplice is the owner of this number. In one day, such frauds bring scammers several thousand rubles.
  7. Transfer of money by mistake. A small amount of money, for example, 200 rubles, is credited to your phone balance. A moment later, the scammer calls and tells you that he mistakenly topped up your account with 2,000 rubles and asks you to return it by dialing a certain combination of numbers on your phone. If you accidentally mess up the number of zeros, the scammers will get what they were looking for. Such scams usually target older people, relying on their honesty and poor eyesight.
  8. Search for a sucker. Fraudsters make calls on behalf of the service technical support operator and say that you unauthorizedly used roaming, without notifying the operator, and now a fine has been imposed on you. You must purchase several recharge cards and dictate the card codes to the operator. This is really a scam, but nevertheless, in 2019 alone, more than 1,500 successfully carried out such scams were recorded in Russia.
  9. Blocked credit card. You will receive an SMS notification on your phone that your credit card has been blocked. They write to you that this issue can be fixed and to unblock it you need to call a supposedly toll-free number. After you call the number provided, the scammers say that an unexpected server failure occurred and now your card number and PIN code are required to unlock it. They reassure you that the card is supposedly in your possession, which means that without it no one will be able to withdraw money, but this is not the case. With modern online bank support services, money can be easily withdrawn to another account, knowing only the data that they tried to find out from you.

  1. Winning a prize. Also not new, but a working scheme until today. The subscriber receives a call as if from an operator or radio station that he has become the winner of a competition and won an expensive prize - a telephone, a TV, a car. Next, they may offer to send an SMS to a specific number to register a prize, or provide the details of any of your cards to receive monetary compensation for the prize. In the first case, the number will turn out to be a paid one and everything that was there will disappear from your mobile account, and even credit funds. In the second case, your bank card will be completely stripped.
  2. Legal scam. As an example, we can cite TV programs where you need to guess a word, for example, you have to guess a pet from the word “dog”, and they also give you a hint. And someone sits and thinks that half of Russia can’t guess the word in an hour, but we, the smart ones, will now call and win money. Such calls are very expensive, and you also have to wait more than one minute for the operator’s response.

Precautionary measures

As we have seen, there are a lot of telephone fraud schemes and it is not possible to describe them all. But now we know the main thing - the operating principle of their fraudulent schemes. This will help us be prepared and protect ourselves from another scam attack.

To achieve results you need little, just follow some rules:

  • Do not transfer money to numbers you do not know. Remember: cellular operators never conduct promotions that require transferring an amount from one phone to another.
  • Carefully study the numbers from which you received a message or incoming call with any request. Remember: scammers often use the service of sending messages via the Internet and can sign with any name.
  • Absolutely all the information that was received from unknown number, needs careful verification, even if they presented themselves as a telecom operator or a police officer. Try to find the number from which they called via the Internet. Perhaps someone on the forum writes that they have already encountered this number, and it turned out to be scammers.
  • Do not make hasty transactions with your account, especially transferring funds, take a break and assess the situation with common sense. Check with your mobile operator for details.
  • Never disclose your passport details, bank card numbers or other confidential information to anyone in a telephone conversation. Operators never conduct prize draws that require such data.
  • When they call and introduce themselves as bank service employees, ask them a couple of leading questions - branch number, actual address, Contact phone numbers departments and others. Then check all the data on the bank's official source.
  • Do not indicate in in social networks your income and account and phone numbers. Fraudsters can get hold of this information, and such knowledge will allow them to prepare a scheme against you in advance, which may turn out to be fully effective.
  • Do not let third parties use your SIM card.
  • Don't let strangers call you from your phone. If a person really needs help, warn him that after the call you will immediately check the phone balance. If these are swindlers, then this approach will definitely scare them away.
  • Never apply for a SIM card for someone in your name. Since according to the documents you will be responsible for its legal use.
  • Check your balance every day to avoid missing money.
  • If an attempt has been made to commit fraud against you, be sure to contact the police and your mobile operator. This will allow criminal actions to be blocked in advance.

You can check your phone number for fraud

The three leading mobile operators in Russia - Megafon, Beeline and MTS, almost on the same day, announced the start of a campaign aimed against phone scammers, which different ways lure and extort money from mobile subscribers. Statistics show that this is done mainly with the help of fictitious SMS messages, since during a telephone conversation a potential victim can ask a number of leading questions that significantly complicate the scam, or even doom it to failure.

Carrier research shows that telephone fraud is worth about $40.5 million per year.

IN 96% In all cases, “content provision services” are specified, which offer to purchase pictures, music, etc. for a small fee. To do this, you are asked to send confirmation via SMS to a short number. In fact, the fee turns out to be several times higher, but the subscriber never gets what he wants.

Developments of cellular operators

Mobile operators are aware of multi-million dollar losses, so they offer their subscribers several services that will not allow you to pay for unnecessary services.

  • At the end of winter, the Beeline operator presented a user website www.safe.beeline.ru, on the pages of which the most key telephone fraud schemes and ways to counter them are described. You can also download the document on the website Excel format, where the prices of SMS messages to short numbers that are issued to content services are indicated so that subscribers can pay for the services used. The operator also provides the “Black and White List” service, with which you can block access to the content services you have chosen. The service is activated by calling toll free number 0858 .
  • The MTS operator has moved a little further and introduced the “InfoContent” service. With its help, you can not only find out the cost of a message to a short number, but also the name of the provider providing the service, as well as its contact numbers and actual address. To get information, simply send a question mark “?” to the short number you are interested in. You can also find out about the subscriptions you are subscribed to by dialing *152#. Here you can refuse them.
  • Mobile operator Megafon offers its subscribers the “Mobile Price” service. It allows you to find out the prices for sending messages to short numbers content service providers. There is also a “Stop Content” service that blocks requests for mobile subscriptions and spam messages. You can find out about the service, activate or deactivate it by dialing *526#.

Online services

The Internet space has also not remained aloof from the problem and offers its own options.

For example, tracking the phone number of criminals if it has already been caught by a vigilant user in a scam.

  1. kodtelefona.ru– a service for obtaining information about a specific telephone number code. The phone number is entered in international format. The service shows the operator’s country, region, name of the company providing communication services, location address and official website.
  2. kody.su– another service for determining the phone number code, operator country, region, specific city and information about the communication company.
  3. smsnumbers.ru– a service for obtaining information about short numbers that content providers use to pay for services by communication subscribers. For each number there is information about the company providing the service - its name, location address, contact numbers and website address, as well as a description of the services that are provided through this short number.
  4. stoimost-sms.ru– another online service for determining the cost of sending messages to short numbers. It also indicates information about the company providing the service, country, region and address.
  5. sms-price.ru– online check of the real cost of making a call or sending SMS messages to short numbers.

It turned out it was a hoax

Pensioner Lidiya Pavlovna from the city of Ryazan wanted to get a loan for treatment for kidney failure. A neighbor helped me find a company online that offered easily accessible consumer loans to the public. The conditions for obtaining required a minimum package of documents, the interest rate was attractively low.

All you had to do was call the number provided to fill out an application. Lidia Pavlovna dialed the number without hesitation. A pleasant voice on the other end of the line immediately answered and began to clarify my passport details. Between the conversation, the manager asked for the card number to which credit funds could be transferred, and then the CVV code of the card. Not knowing what it was, the pensioner dictated all the numbers on the card. After a long conversation, the manager said that Lidia Pavlovna’s application was approved and the money would be credited to the card within 2 days. Two days later, having inserted the card into the ATM, Lidia Pavlovna discovered that her balance was missing 15,000 rubles - a month’s pension, and after another 3 days an invoice arrived for payment telephone conversations in the amount of 25,560 rubles.

How to proceed

Immediately contact the Ministry of Internal Affairs at your place of residence. It is worth remembering that this investigation, depending on the seriousness of the fraud committed against you, may be entrusted to both public security officers and the criminal investigation department or the Department of Economic Crimes.

When filing an application, you need to remember the maximum number of details that will help the investigation - the phone number of the callers; short numbers of sent and sent messages; bank accounts and card numbers to which they asked to transfer money; the numbers that were asked to be entered at the ATM are the account number of the scammers.

You should also provide the scammers' numbers to your mobile operator so they can be blacklisted to prevent further scams.

Intended punishment

According to Art. 159 of the Criminal Code of the Russian Federation, a person held accountable for fraud may be punished by the following measures:

  1. If there is only one attacker:
    • a fine of up to 120,000 rubles;
    • community service for up to 180,000 hours;
    • correctional labor lasting up to 1 year;
    • arrest of a person for up to 4 months;
    • imprisonment up to 2 years.
  2. Group fraud:
    • a fine of up to 300,000 rubles;
    • community service for the term 180-240 thousand hours;
    • corrective labor for a period up to 2 years;
    • deprivation of the will of the attackers for a period of time up to 5 years.
  3. Group:
    • fine of up to 1 million rubles;
    • imprisonment for a period 6-10 years.

Telephone fraud arose almost simultaneously with the widespread adoption of home telephones. Despite the fact that he has been known about for a long time, the number of his victims is growing every year. This is due to the growth of phone users, now mobile. Today, calls to home numbers are rare, which cannot be said about cell phones.

Features of fraud

Telephone fraud involves the use of a mobile phone, less commonly home phone to deceive gullible citizens in order to obtain money. Often, several individuals are involved in this type of fraud, some of whom may even be serving sentences in correctional institutions.

As a rule, the victims of telephone scams are teenagers and pensioners.

Signs of fraud:

  • The number from which you received the SMS or call is not familiar to you.
  • The reason for the call is very unusual, and the problem needs to be solved almost right away.
  • To resolve the situation, you need to transfer money or dial special code, provide certain personal information, transfer money.

Basic schemes

In many cases, the crime is carried out according to the following schemes:
  • Poor relative. The most common scheme that works on both mobile and home phones. When you answer the call, the interlocutor says that he is your relative and tells the story of how he fell into the hands of the police for a crime. After this, another person can pick up the phone, introduce himself as a police officer and state his demands in exchange for a certain amount of money. Often money must be brought to a certain place or transferred through a person, since the valiant servant of the law himself is afraid of getting caught taking a bribe. As soon as the victim agrees to give the money, she is given the address where to bring the funds. After arriving at the scene, the address may be changed, and the victim may be monitored in order to exclude police involvement.
  • Happy winner. A radio presenter contacts you and tells you that you have won a big prize in a lottery organized by the radio company with the participation of your mobile operator. To receive your winnings you need to call the following number. You call back, and they tell you about the lottery itself, ask for your last name, first name and patronymic, date of birth. After this, it turns out that in order to receive a prize you need to register and receive a unique winner number. But for this it is important to top up your account by activating a card for express payment for a certain amount. At the same time, to activate, you need to inform the prize department of the card codes, but you cannot activate them yourself, oddly enough.
  • Help. You receive a message asking you to top up the number indicated in it. The sender is signed by one of the relatives or friends. Alternatively, the message may contain a request to call the number back, since the sender is having problems. The number itself may be paid.
  • Error when transferring funds. You receive a message that you are using the service mobile transfer some amount of money was credited. After some time, a person calls you and says that he transferred money to your number by mistake and asks you to return it. With the check issued during the transfer, the scammers contact the operator. Based on the application, the top-up amount is debited from your balance.
  • Activation of services. You receive an offer to connect profitable service. But to do this you need to dial a combination code to activate. This is actually a combination for transferring funds.

New schemes

IN Lately The following types of telephone fraud are also practiced:
  • Winning a car. The SMS notification talks about winning a car. To find out more details, you need to visit the website or call the number. Then you are told that to verify the authenticity of the number, you need to top up your balance with a certain amount, and then dial a special code to verify the account. The money is immediately transferred to the scammers’ account.
  • Theft bank details . You receive a message stating that bank card blocked. To unblock you need to dial the number specified in the message. There they tell you a fairy tale about a server failure. Then they ask you to provide your card number and PIN code.

Responsibility

Bringing a case against telephone fraud is not easy.

If in a conversation or message the amount to be transferred was not announced, a strong incentive was not given to encourage action, and the victim himself made the decision, then he is responsible for his actions.

Again, if instructions were nevertheless received, but the victim did not take action and did not suffer harm, then only an attempted crime is considered. And only in case of major damage or in the presence of several criminals can punishment follow.

If the victim not only received instructions to transfer the announced amount of money, but also gave them, then the case will be considered under Article 159 of the Criminal Code of the Russian Federation. The penalty depends on the amount of damage. Maximum term The punishment is 10 years, and a fine of up to 1,000,000 rubles is also provided.

And again, the damage must be at least 1,000 rubles. Otherwise, the case is considered under the Code of Administrative Offenses - Article 7.27. In this case, the crime is classified as petty theft.

Where to contact?

If you receive calls or suspicious messages, you must contact the nearest police station or fill out a statement on the website of the Ministry of Internal Affairs of the Russian Federation. Department “K” deals with such crimes.

The application must indicate:

  • Who called you and from what number they called you.
  • What questions were asked, what was the reason for the call.
  • What amount did they demand?
It is advisable to obtain a printout of incoming calls from the operator’s company and attach it to the application.

If you managed to transfer money to the attacker, you must also file a civil lawsuit. Only then can fraudsters be legally required to compensate for the losses caused.

How to avoid?

In order not to lose your money, pay attention to the following recommendations:
  • Don't accept quick solutions. Remember that the main goal of criminals is to confuse you and not give you time to think about the situation.
  • Be sure to check the information you are given. In the case of relatives, call their phones or contact people around them or employees. If we are talking about an operator or a bank, call the hotline. Typically, bank numbers are indicated on plastic cards.
  • Do not provide criminals with personal information or various card details.
  • Under no circumstances call back unfamiliar numbers and do not enter the suggested suspicious codes.

We live in a rapidly developing and rapidly changing world, a world high speeds and global information space. Nowadays, the speed of delivery and receipt of information has the highest priority. Often, it is timely information received that decides the success of a particular business, and in an hour, saves the lives of us and our loved ones.

We are simply surrounded on all sides by different information networks, we constantly call and receive calls, write SMS, communicate on social networks, write to email. Now there are so many different services that just listing them would take dozens of written pages. And all this is available in the most ordinary smartphone.

Now, a person who forgot his smartphone at home feels as if he went out into the street naked. Different people have different needs. If it is important for an elderly person to talk with their grandchildren as much as possible, then a teenager needs the Internet like air. This is why mobile operators have different tariff plans, and why it is sometimes so difficult to choose the tariff that suits us.

Who is it suitable for?

The Megafon company offers its subscribers the Megafon All Inclusive s tariff plan, which is suitable for both the older generation and young people. This is a universal tariff plan that allows you to use prepaid communication services for a certain subscription fee.

Modern people have long lost the habit of counting minutes and sent messages, so mobile operators adapt to their clients and offer them, for a certain amount per month, a package that includes all the basic services of operators. Their number is directly proportional to the size of the monthly payment. In the “All Inclusive” line, tariff S is in the entry-level price category, but it is also able to satisfy the needs of a large number of people.

It is perfect for those who prefer moderation in voice calls, actively use various communications on the Internet and periodically send SMS messages. The big advantage of “All Inclusive S” is the fact that it doesn’t matter where you are in Russia, all plan options work the same way as in home network, without roaming extra charges.

Connection region

Because in every region Russian Federation, the Megafon company offers different conditions for the cost and number of services included in the package, then for a detailed study of the tariff plan, we will consider it using the example of connection in Moscow and the Moscow region. It is worth noting that mobile companies are constantly making changes and upgrading their products to meet the consumer halfway, as well as due to the tough fight against competitors. Therefore, current conditions can be found on the official Megafon website or from a call center operator.

Conditions and cost of services at the All Inclusive S tariff

Price subscription fee is 300 rubles per month.

It is worth noting that in the first month of connecting or switching to this tariff, the fee is debited in two stages. The first 150 rubles are written off immediately upon activation of the tariff, and the subscriber is provided with half of the total volume of services included in this package. On the sixteenth day, the second half is written off, summing up the remaining traffic volume transferred with half of the monthly package.

In subsequent months, the payment is debited from the subscriber's account once a month, on the day of connection or transition, in full. If on the day of debit there is not enough money in the client’s account Money, then the service (tariff) will be activated only after replenishing the account to an amount exceeding the monthly tariff payment.

If we divide all the total traffic by the number of days, it turns out that a little more than 60 MB per day is available to the subscriber.

If you don’t get carried away with watching videos on your smartphone, then this amount will be quite enough for the average consumer.
