Personal responsibility for ensuring fire safety at gas filling stations rests with their managers. Responsibility for fire safety of individual production areas lies with site managers or persons performing their duties. At each facility, a sign indicating the last name, first name, patronymic and position of the person responsible for fire safety must be posted in a visible place.

Heads of gas filling stations are obliged to:

provide 24-hour security for gas stations;

organize the study and implementation of fire safety rules by all gas station employees;

create a voluntary fire brigade and a fire-technical commission and ensure their work in accordance with current regulations;

organize fire safety briefings and classes on fire safety standards;

establish a strict fire safety regime in production premises and on the territory of gas stations, determine places for storing oils and their permissible quantity;

establish a clear procedure for conducting hot work, a procedure for inspecting and closing premises after completion of work and constantly monitor its strict compliance by all workers and service personnel;

periodically check the state of fire safety, availability and serviceability technical means fire fighting, the combat effectiveness of the voluntary fire brigade and take the necessary measures to improve its work.

Senior foremen (masters) responsible for fire safety are obliged to:

ensure compliance with the established fire safety regime at gas filling stations;

monitor the serviceability of heating, ventilation, electrical installations, and process equipment and take immediate measures to eliminate detected faults that could lead to a fire;

Instructions on fire safety measures are developed by senior station foremen, approved by gas station management, studied in the industrial training system and posted in prominent places.

General fire safety instructions should include:

requirements for the maintenance of the territory, roads and entrances to the station, buildings, structures, water supply sources, evacuation routes;

the procedure for carrying out flammable work on the territory of a gas station;

places where the use of open fire and smoking areas is prohibited;

locations and procedures for maintaining fire extinguishing equipment, fire communications, and alarm systems;

the procedure for admitting transport to the gas station territory and its movement on it.

Object instructions for departments, installations (units), and production processes must provide for:

technological sequence and rules for performing individual production processes, non-compliance with which may lead to a fire or explosion;

the procedure for collecting, storing and disposing of oily cleaning materials, storing and drying places for workwear;

the procedure for cleaning and cleaning areas from spilled petroleum products, the procedure for storing oils;

activities after the end of the production process, as well as after the end of the work shift;

methods of putting into operation primary fire extinguishing means;

responsibilities of station employees in the event of a fire (calling the fire brigade, stopping process equipment, stopping refueling and evacuating vehicles from the territory of the gas station, draining gas from tankers, notifying the administration about the fire, extinguishing the fire with primary fire extinguishing means, etc.).

Everyone working at a gas filling station must clearly know and strictly follow the established fire safety rules and avoid actions that could lead to a fire or combustion.

Officials are responsible for violations committed by their subordinates.

The issuance by officials of instructions or orders forcing subordinates to violate fire safety rules, or their failure to take measures to eliminate violations of rules and instructions that are committed by workers or other persons subordinate to them in their presence, are gross violations of fire safety rules. Persons guilty of violations of fire safety rules, depending on the nature of the violations and their consequences, are liable in accordance with current legislation in disciplinary, administrative or judicial proceedings. All workers, employees, engineers and technical employees of gas filling stations can be allowed to work independently only after undergoing special fire safety training to study fire safety rules.

Fire safety training must be carried out in accordance with GOST 12.0.004 and include fire safety briefings (introductory, initial at the workplace, repeated, unscheduled and ongoing) and classes on the fire safety technical minimum.

The head of the gas station is obliged to establish by his order:

the procedure and timing of fire safety training and fire safety training;

the procedure for sending newly hired persons to undergo fire safety training;

After the initial fire safety briefing, the supervisor who conducted it must make a note in the accompanying note or acceptance sheet, and the person who underwent the briefing must sign in the log.

Repeated instruction is carried out at the workplace by the person responsible for fire safety at the gas filling station. Classes on fire-technical minimum are conducted according to a program specially approved by the management of the gas station. The objective of the classes is to improve the fire-technical knowledge of workers, employees, managers and plant specialists working in production with an increased fire danger, to become familiar with the available fire extinguishing means and actions in case of a possible fire or explosion, to study the fire safety rules arising from features of the technological process at gas filling stations.

Training under the fire-technical minimum program should be carried out directly on the equipment available at the gas filling station, in groups taking into account the specialty of the workers. Upon completion of the fire-technical minimum program, workers, employees, managers and specialists must take tests. The results of the tests must be documented in a document indicating the marks on the topics studied.

Subsequent briefings should be organized simultaneously with the safety briefing. Data on the briefings carried out should be recorded in the “Journal of fire safety briefings at the workplace”.

Testing knowledge on fire safety standards may be carried out in conjunction with testing knowledge, norms and safety regulations.

Fire valves of internal fire water supply in all premises must be equipped with hoses and trunks located in sealed cabinets. Fire hoses must be dry, well rolled and attached to valves and trunks. The fire hydrant cabinet door must contain the letter code PC, the serial number of the hydrant, and the telephone number of the nearest fire department.

The established water pressure in the fire-fighting water supply must be checked by the person responsible for ensuring fire safety at the gas filling station. Fire hydrant wells must be regularly cleared of snow and ice in winter.

Responsibility for the safety and maintenance of fire extinguishing equipment rests with the head of the gas station.

The connecting fittings of fire-fighting equipment must be checked at least once a month. In this case, the closure of the heads for attaching the sleeves must be checked.
