On May 26, 2017, the International Conference “Development of the Institute of Construction Expertise” was held in the Ladoga Hall of the World Trade Center (Moscow, Krasnopresnenskaya embankment, 12). The organizer of the event was Glavgosexpertiza of Russia.

Construction expertise ensures the creation of a safe and reliable infrastructure for the well-being of citizens and society, while also working to achieve the goals of the Eurasian Economic Union (EAEU). Construction inspection organizations operating in the EAEU member countries have a lot in common, because the legal framework on which the work of this institute is based was formed back in the Soviet years and is still relevant.
The International Conference “Development of the Institute of Construction Expertise” had the following main tasks:
- strengthening cooperation between organizations carrying out construction expertise in the territories of the EAEU member countries;
- multidimensional consideration of international experience on issues of expert activity.
Representatives of state examination organizations from Armenia, Belarus, Kazakhstan, Kyrgyzstan and Russia took part in the conference.
The moderator of the meeting was the head of the FAU “Glavgosexpertiza of Russia” Igor Evgenievich Manylov.
The Minister of Construction and Housing and Communal Services of the Russian Federation, Mikhail Aleksandrovich Men, addressed the conference participants with a welcoming speech: “The work of construction expertise is one of the main state resources aimed at creating favorable conditions for the lives of citizens and ensuring their safety. The contribution of experts to the formation of a modern, high-tech construction complex, the distinctive features of which are safety and reliability, is extremely important. Today, when the task is set to effectively use public funds, the activities of the examination acquire a special - material - value, which is expressed in billions of rubles of saved budget funds.
Glavgosexpertiza of Russia actively interacts with colleagues from Belarus, Kazakhstan, Armenia and Kyrgyzstan. In particular, general (cross-border) projects are being implemented: the construction of a high-speed highway that will pass through Russia, Kazakhstan and China, the Belarus-Russia project for the construction of a nuclear power plant in the Grodno region, the North-South road transport corridor that will pass through the territory of Armenia and connect the Central Asia and India with Russia and Europe, as well as many other projects.”





As part of the conference M.A. Men also said that work on the adoption of the most important document - the Technical Regulations of the Eurasian Economic Union "On the safety of buildings and structures, construction materials and products" is nearing completion. “The regulations have been developed for several years, but now we have finally reached the finish line: the document has been worked out by all EAEU member countries, and mutual understanding has been found on almost all issues. We expect that this document will be signed soon,” the Minister emphasized.
In his speech, the head of the Russian Ministry of Construction also noted the need to create a common digital platform for the EAEU member countries. “This will allow not only to expand the exchange of data between authorities, but also to move to the provision of interstate electronic services to citizens of our countries. We are now actively working on the issue of transition to BIM technologies. Our colleagues from the EAEU member countries have very serious developments in this area, so today we will be able to discuss these issues too,” M.A. concluded his speech. Men.
Then representatives of the countries participating in the conference made presentations on construction expertise systems and construction expertise organizations:
- Petrusha Viktor Leonidovich, General Director of the Republican Unitary Enterprise “Glavgosstroyekspertiza” of the Republic of Belarus;
- Karagoishin Timur Dzhienbaevich, General Director of the State Expertise State Enterprise of the Republic of Kazakhstan;
- Sydykov Askatbek Zhamgyrchievmch, Deputy Head of the Department of State Expertise of the State Agency for Architecture, Construction and Housing and Communal Services under the Government of the Kyrgyz Republic;
- Avakyan Sergey Rubenovich, chief engineer of CJSC “State Non-Departmental Expertise of Projects of the Republic of Armenia”;
- Manylov Igor Evgenievich, head of the Federal Autonomous Institution “Glavgosexpertiza of Russia”.
Discussing the issues of developing and increasing the efficiency of the Institute of Construction Expertise in Russia, I.E. Manylov said that by the end of 2017, work on the creation of the Unified State Register of Expert Opinions will be completed, and its filling will begin in January 2018. In accordance with the requirements of the Urban Planning Code, the Unified State Register will include systematic information on the conclusions of the examination of design documentation and the results of engineering surveys and submitted documentation, as well as on design documentation for reuse, including cost-effective design documentation for reuse. In addition, the examination conclusions themselves and the documents submitted for its implementation will be an integral part of the register.
By the fall of 2017, the creation of a federal state information system for pricing in construction will be completed, the filling of which, in accordance with government decree, must be carried out before December 15. “Both the creation of the Unified State Register, and the development of the FSIS CA, and all the work of the Glavgosexpertiza of Russia serve one goal - to increase the efficiency of capital investments in construction, reduce the number of errors, and transition to the introduction of modern technologies. The motto of the Glavgosexpertiza of Russia is objectivity, reliability, efficiency for a safe future. This is exactly the future our countries should have,” emphasized I.E. Manylov.
He drew the attention of the conference participants to the results of the work of the Institute of Construction Expertise in Russia, especially noting that in 2016, state expertise organizations issued 53,817 conclusions based on the results of reviewing design documentation and engineering survey results and 25,092 on the results of checking the reliability of the estimated cost. At the same time, inspections carried out by state examination organizations last year made it possible to reach about 534 billion rubles. saving direct construction costs. Glavgosexpertiza of Russia provided more than 55% of the achieved savings - 295.7 billion rubles. “On the one hand, we, of course, positively assess these figures - our experts have done a lot of work and saved more than significant funds from the federal budget, and in terms of one expert who conducted the verification, these are very large amounts. However, such a reduction in the declared estimated cost of construction also speaks of the low quality of design and the designers making the wrong decisions,” emphasized I.E. Manylov.
An analysis of the results of the work of the Glavgosexpertiza of Russia shows: every fifth project submitted for state examination contains design errors. In 2016, technical solutions that could lead to the risk of emergency situations were identified at 908 facilities, which is more than 20% of the total number of applications. In 2016, Glavgosexpertiza of Russia created a reserve fund with a total volume of 3.2 billion rubles, which will cover the risks of emergency situations resulting from the implementation of dangerous decisions - if they were included by the designers in the design documentation and were not identified by experts during the state examination. Expert organizations of the EAEU countries have also accumulated valuable experience in this area, which Glavgosexpertiza of Russia is ready to take into account.




The head of Glavgosexpertiza of Russia invited representatives of expert organizations from Armenia, Belarus, Kazakhstan, Kyrgyzstan and Russia to strengthen efforts to exchange experience both in the field of regulating the activities of construction expertise organizations themselves, and in the field of work of experts. “It is important to continue the formation of an interregional agenda in the construction expertise system, as well as to strengthen interaction in the implementation of joint projects. This approach will give a new impetus to the development of the institution of examination and will significantly enrich the work practice of experts,” said I.E. Manylov.

The introductory part of the meeting “On the development of construction expertise organizations of the EAEU member countries” was chaired by the head of the FAU “Glavgosexpertiza of Russia” Igor Evgenievich Manylov. Opening the meeting, he emphasized: “By synchronizing our work, we will be able to impose the same technical requirements for the safety of buildings and structures, use new innovative materials and technologies, and come to a unified approach to determining the price of construction. This will make the construction business throughout the EAEU more predictable, more transparent, and - ultimately - more profitable. Honest and clear rules of the game that are common to everyone, a healthy competitive environment, open exchange of experience and information - all these are the basic conditions necessary for our industry to become more efficient. To create such conditions is one of the main tasks of our conference.”

The Minister of Construction and Housing and Communal Services of the Russian Federation, Vladimir Vladimirovich Yakushev, addressed the Conference participants with a greeting.

In his opinion, the construction institute and expertise should be at the forefront of introducing modern technologies. The minister noted that if now the examination checks the compliance of project documentation with regulatory and technical requirements, then “the examination of the future must learn to work with justification for investments and be at the forefront of the implementation of modern technologies.”

The minister noted that today the examination checks the compliance of project documentation with regulatory and technical requirements, but the examination of the future must learn to work with justification for investments. “In addition, the construction industry and the Institute of Construction Expertise should be at the forefront of introducing modern technologies. And, if in the 19th century a person could not surpass his time, in the 21st century all of us, making up a single professional community, not only can, but must be ahead of it,” emphasized Vladimir Yakushev.

Now, from the point of view of legislative regulation, the introduction of the institution of investment justification is at a high degree of readiness, which, in essence, is a modernized version of the pre-project stage of the work of experts. Scientific research, expert assessment and preliminary audit of documentation, including investment projects, in combination with other solutions implemented on the platform of the Glavgosexpertiza of Russia, will create a kind of new institute, a dual-use examination, the minister said.

“It is obvious that the Institute of Construction Expertise should take an active part in infrastructure projects implemented within the EAEU and aimed at creating a modern configuration of the Eurasian continent and new economic corridors, reviving economic and investment activity. What role will construction expertise play in the new economic realities is one of the main issues that the conference participants should discuss,” summed up Vladimir Yakushev.

In turn, the head of the Glavgosexpertiza of Russia, Igor Manylov, added that the joint work of experts from different countries will make it possible to achieve a synergistic effect, so that the tasks facing each of the member countries of the Eurasian Economic Union in the construction sector are solved faster and more efficiently, and joint projects become drivers of common growth.

Also today, participants in the construction industry of the EAEU countries are faced with the issue of implementing the digital agenda of the Eurasian Economic Union within the framework of interaction between organizations carrying out construction expertise in the territories of the Republic of Belarus, the Republic of Kazakhstan, the Republic of Armenia, and the Kyrgyz Republic.

Among the tasks of paramount importance is digital transformation, including the digitization of physical assets, the data industry and the development of digital platforms and ecosystems in order, among other things, to ensure the efficiency of capital investments and increase the productivity of the construction industry.

The modern world poses the most difficult tasks to the construction expert community, which would be much more difficult to solve in each country separately than together. Assessing and implementing new information and construction technologies, adapting existing standards and requirements to new realities, new techniques, new materials, analyzing changing markets - all these problems are so complex that the question of combining our efforts has already lost its academic character: now it is a question of the future of our countries, said Igor Manylov, and we should work on this together.
