Candidates of Sciences receive diplomas only in the dissertation council of the organization at the place where the dissertation was defended.

Higher Certification Commission of the Ministry of Education and Science of the Russian Federation

Higher Attestation Commission under the Ministry of Education and Science of the Russian Federation (Higher Attestation Commission under the Ministry of Education and Science of Russia)- the central body in the field of awarding academic degrees and titles in the Russian Federation and ensuring a unified state policy in the field of state certification of scientific and scientific-pedagogical personnel. A similar highest certification body existed in the Soviet Union (the Higher Attestation Commission of the USSR) and now exists in a number of post-Soviet countries.

Within its competence, it controls the work of dissertation defense councils, develops a regulatory framework in the field of awarding academic degrees and titles, issues candidate and doctorate diplomas, certificates of associate professor and professor, and also carries out a number of other functions, for example, determines the list of scientific journals and publications for publication main scientific results of candidate and doctoral dissertations. Due to the cessation of the existence of the Ministry of Education and Science on May 15, 2018, with its division into two ministries, the current departmental subordination of the Higher Attestation Commission and the full name of this body will be clarified.

The Higher Attestation Commission of the Russian Federation was created in 1992, after the collapse of the USSR. From 1992 to 1996 it was called the Higher Attestation Committee of the Russian Federation, from 1996 to 1998 - the State Higher Attestation Committee. In 1998, it was renamed the Higher Attestation Commission and subordinated to the Ministry of Education. After the transformation of the Ministry of Education into the Ministry of Education and Science (Ministry of Education and Science) it was subordinated to the Federal Service for Supervision in Education and Science (Rosobrnadzor).

Since 2011, the Higher Attestation Commission is subordinated directly to the Ministry of Education and Science and bears the full name “Higher Attestation Commission under the Ministry of Education and Science of the Russian Federation.” The award of an academic degree or assignment of an academic title is formalized by the relevant order of the Minister of Education and Science.

The Higher Attestation Commission of the Russian Federation is formed from among doctors of science, leading experts in the field of science, technology, education and culture. The commission consists of a chairman, deputy chairmen, chief scientific secretary and members. The personnel of the Higher Attestation Commission is approved by the Government of the Russian Federation. Within the framework of the Higher Attestation Commission there are expert councils in scientific disciplines.

Meetings of the Supreme Attestation Commission are held at least twice a year. To quickly resolve current issues that arise between meetings of the Commission, a presidium of the Commission is formed from among its members, whose meetings are usually held weekly.

Currently in the Russian Federation there are degrees of Candidate of Sciences and Doctor of Sciences, the titles of associate professor and professor.

In accordance with the Regulations on the procedure for awarding academic degrees, a Candidate of Sciences diploma is issued by the Higher Attestation Commission on the basis of a decision of the dissertation council of the institution in which the defense took place, and a Doctor of Sciences diploma is issued on the basis of a decision of the dissertation council and a positive conclusion of the expert council of the Higher Attestation Commission in the relevant field. Since 2016 some Russian universities and scientific organizations are vested with the right to award degrees independently of the Higher Attestation Commission.

In 2002-2013 The Higher Attestation Commission awarded the titles of professor in a specialty and associate professor in a specialty (the latter is an analogue of the title of senior researcher that existed before 2002). In 2011-2013 She also awarded the academic titles of professor and associate professor in the department, previously awarded by Rosobrnadzor. Since 2014, the titles are simply called “associate professor” and “professor”, and are awarded directly by the Ministry of Education and Science and only in scientific specialties (the old titles “by department” are equivalent to them). Currently, the Higher Attestation Commission does not participate in making decisions regarding titles, although it publishes notices of their assignment.

According to the “Regulations on the Higher Certification Commission under the Ministry of Education and Science of the Russian Federation”, the commission performs the following functions:

  • issuing permits for the creation of dissertation councils, including the determination of scientific specialties in which a particular council has the right to award academic degrees;
  • changes in the composition of dissertation councils;
  • termination and resumption of work of dissertation councils;
  • the possibility of awarding an applicant the academic degree of Doctor of Science for a dissertation initially declared as a candidate’s dissertation (in special cases, when filing a petition);
  • sending the certification case for additional conclusion to another council;
  • issuing diplomas of doctor and candidate of sciences;
  • cancellation of the dissertation council's decision to award an academic degree;
  • recognition of academic degrees and academic titles received abroad;
  • appeals filed against decisions of councils on awarding academic degrees;
  • applications for deprivation (restoration) of academic degrees;
  • list of candidate exams for specific specialties;
  • requirements for peer-reviewed scientific publications in which the results included in the dissertation should be published, and the formation of a list of such publications;

b) conducts analysis of defended dissertations;

c) conducts an examination on behalf of the Ministry of Education and Science of the Russian Federation and, based on its results, submits recommendations to the Ministry regarding:

  • draft legal acts, including draft international treaties of the Russian Federation;
  • nomenclature of scientific specialties for which academic degrees are awarded;
  • establishing the correspondence of specialties to the areas of training in graduate school (postgraduate studies);
  • statements, complaints and proposals received by the Ministry of Education and Science;

The Higher Attestation Commission attracts qualified specialists in the prescribed manner to examine certification cases, appeals filed against decisions of dissertation councils, and applications for deprivation (restoration) of academic degrees. The commission also makes proposals to the Ministry of Education and Science on carrying out activities related to state scientific certification.

8. A dissertation for the degree of Doctor of Science must be a scientifically qualified work in which, on the basis of the research carried out by the author, theoretical principles have been developed, the totality of which can be qualified as a new major scientific achievement, or a major scientific problem of significant socio-cultural or economic importance has been solved. significance, or scientifically based technical, economic or technological solutions are outlined, the implementation of which makes a significant contribution to the development of the country’s economy and increasing its defense capability.

A dissertation for the scientific degree of Candidate of Sciences must be a scientific-qualifying work that contains a solution to a problem that is significant for the relevant field of knowledge, or sets out scientifically based technical, economic or technological developments that are significant for the economy or ensuring the defense capability of the country.

9. An applicant for the academic degree of Doctor of Science submits a dissertation in the form of a specially prepared manuscript, scientific report or published monograph.

An applicant for the academic degree of Candidate of Sciences submits a dissertation in the form of a specially prepared manuscript or a published monograph.

The dissertation must be written individually, contain a set of new scientific results and provisions put forward by the author for public defense, have internal unity and evidence personal contribution author into science.

A dissertation of applied significance must provide information about practical use scientific results obtained by the author, and in a dissertation of theoretical significance - recommendations for the use of scientific findings.

The formatting of the dissertation must comply with the requirements established by the Ministry of Education of the Russian Federation.

The dissertation is usually written in Russian. To resolve the issue of the possibility of submitting a dissertation written in a language other than Russian, the dissertation council sends a reasoned petition to the Higher Attestation Commission.

10. A dissertation for the degree of Doctor of Science in the form of a scientific report, prepared by the applicant on the basis of a set of scientific and development works previously published by him in the relevant field of knowledge, having great importance for science and practice, is a brief summary of the results of his research and development, known to a wide range of specialists.

Defense of a doctoral dissertation in the form of a scientific report is carried out with the permission of the expert council of the Higher Attestation Commission on the basis of a petition from the dissertation council. The procedure for submitting such a petition is established in the Regulations on the Dissertation Council.

A dissertation in the form of a monograph is a scientific book publication containing a complete and comprehensive study of the topic, which has undergone scientific peer review and meets the criteria established by these Regulations.

11. The main scientific results of the dissertation must be published in scientific publications.

The main scientific results of the doctoral dissertation must be published in leading peer-reviewed scientific journals and publications. The list of these journals and publications is determined by the Higher Attestation Commission.

Diplomas for discoveries and copyright certificates for inventions issued by the State Committee of the USSR Council of Ministers for Inventions and Discoveries, patents for inventions are equated to published works reflecting the main scientific results of the dissertation; utility model certificates; industrial design patents; programs for electronic computers; Database; topologies of integrated circuits registered in accordance with the established procedure; deposited in organizations state system scientific and technical information, manuscripts of works annotated in scientific journals; works published in the materials of all-Union, all-Russian and international conferences and symposia; information cards for new materials included in the state data bank; publications in electronic scientific publications registered in the Informregister in the manner agreed with the Higher Attestation Commission.

12. When writing a dissertation, the applicant is obliged to provide references to the author and the source from which he borrows materials or individual results.

When using ideas or developments in a dissertation that belong to co-authors with whom scientific works were jointly written, the applicant must note this in the dissertation.

If borrowed material is used without reference to the author and source of borrowing, the dissertation is withdrawn from consideration, regardless of the stage of its consideration, without the right to re-defend.

13. An applicant for the academic degree of Candidate of Sciences must pass the appropriate candidate exams, the list of which is established by the Higher Attestation Commission and approved by the Ministry of Education of the Russian Federation.

An applicant for the academic degree of Candidate of Sciences, who has a higher education that does not correspond to the branch of science in which the dissertation was prepared, by decision of the relevant dissertation council, takes an additional candidate exam in a general scientific discipline applied to this branch of science.

Preliminary examination of the dissertation by the dissertation council

(Excerpts from the "Regulations on the Dissertation Council")

2.1. The dissertation council accepts for preliminary consideration a dissertation drawn up in accordance with the requirements of clause 9 of the Regulations on the procedure for awarding academic degrees, appendices No. 5, 6 to these Regulations, in the presence of documents according to the established list (Appendix No. 7) and instructs commissions from among members of the dissertation council - specialists in the profile of the dissertation, familiarize themselves with the dissertation and submit to the council a conclusion on its compliance with the specialties and branches of science for which the dissertation council is granted the right to defend dissertations, on the completeness of the presentation of the dissertation materials in the works published by the author, as well as proposals for appointment the dissertation in question from the leading organization, official opponents, and, if necessary, on the introduction of additional members to the council.

In the event of a positive decision of the dissertation council to accept the dissertation for defense, the specified commission prepares a draft conclusion of the dissertation council on the dissertation.

If necessary, the commission may involve specialists from departments, laboratories, sectors or departments of a given organization in the preparation of a draft conclusion.

When accepting a doctoral dissertation for defense in the form of a scientific report, the dissertation council sends to the Higher Attestation Commission a request to defend the doctoral dissertation in the form of a scientific report with the appropriate justification and enclosing a list of published scientific works on the topic of the dissertation.

The period for preliminary consideration of dissertations by the dissertation council should not exceed two months for a candidate’s dissertation and four months for a doctoral dissertation from the date the applicant submits documents (clause 19 of the Regulations on the procedure for awarding academic degrees).

2.2. The dissertation council accepts the dissertation for defense and appoints official opponents, the leading organization, the date of defense, determines an additional mailing list for the abstract, allows printing of the abstract (Appendix No. 8) as a manuscript and, if necessary, decides to introduce additional members to the council in the prescribed manner .

The eligibility of the dissertation council meeting is determined in accordance with the requirements of clause 28 of the Regulations on the procedure for awarding academic degrees. The decision of the council to accept dissertations for defense is considered positive if a simple majority of the council members participating in the meeting voted for it as a result of an open vote.

When accepting a doctoral dissertation for defense, the council, no later than three months before the defense, submits to the Higher Attestation Commission for publication in the Bulletin of the Higher Attestation Commission of the Ministry of Education of the Russian Federation an announcement that contains the last name, first name, patronymic of the applicant, the title of the dissertation, the branch of science in which an academic degree is awarded, the specialty code, the date of defense, the name and address of the council where the thesis will be defended.

The text of the advertisement (Appendix No. 9) indicating the Bulletin number is included in the applicant’s file.

2.3. The dissertation council does not accept a dissertation for defense in cases where the main content of the dissertation does not correspond to any of the specialties and related branches of science for which the council is granted the right to accept dissertations for defense, if the requirements of the Regulations on the procedure for awarding academic degrees regarding the completeness of publication of the main ones are not met. results of the dissertation (clause 11). In this case, the applicant, within the time limits established in clause 2.1 of these Regulations, is given an extract from the minutes of the council meeting with the motivation for refusing to accept the dissertation for defense and all materials submitted to the council are returned. Negative reviews and conclusions on the dissertation are not an obstacle to the council accepting the dissertation for defense.

2.4. Notification of the upcoming defense, indicating the address, date and time, is carried out by the dissertation council in advance, no later than one month before the defense, by sending abstracts to the list in accordance with Appendix No. 10 to these Regulations and additional list, approved by the dissertation council.

Presentation and defense of dissertations

14. The organization where the dissertation was carried out or to which the applicant was attached conducts a preliminary examination of the dissertation and gives a conclusion on it, which should reflect the personal participation of the author in obtaining the results presented in the dissertation, the degree of reliability of the results of the research, their novelty and practical the significance, value of the applicant’s scientific work, the specialty to which the dissertation corresponds, the completeness of presentation of the dissertation materials in the works published by the applicant, and the feasibility of defending a dissertation (doctoral dissertation) in the form of a scientific report.

The conclusion must be issued to the applicant no later than two months from the date of submission for preliminary examination of the candidate's dissertation and three months - of the doctoral dissertation.

The applicant has the right to submit a dissertation for defense to any dissertation council created by decision of the Higher Attestation Commission. In this case, the specialty in which the dissertation was completed must correspond to the specialty for which the dissertation council has approved.

15. The dissertation council accepts the dissertation for preliminary consideration and subsequent defense if there are documents according to the list established by the Ministry of Education of the Russian Federation.

The procedure for preliminary consideration of a dissertation by the dissertation council is established by the Regulations on the dissertation council.

16. Rectors and vice-rectors of universities, heads and deputy heads of organizations are prohibited from submitting dissertations for defense to dissertation councils created at the organizations they manage.

Heads and deputy heads of public authorities are not, as a rule, allowed to submit dissertations for defense to dissertation councils at organizations subordinate to the body in which the applicant works.

To resolve the issue of accepting for defense a dissertation completed by the heads and deputy heads of public authorities, the dissertation council at the organization subordinate to the body in which the applicant works, the said council must send a petition to the Higher Attestation Commission justifying the need for such a defense.

17. In cases where the topic of the dissertation covers several specialties, not all of which have granted the dissertation council the right to conduct dissertation defenses, the dissertation council conducts a one-time defense. The procedure for forming the composition of the dissertation council for a one-time defense is established by the Regulations on the dissertation council.

18. When accepting a doctoral dissertation for defense, the dissertation council, no later than three months before the defense, submits to the Higher Attestation Commission for publication in the Bulletin of the Higher Attestation Commission of the Ministry of Education of the Russian Federation the text of the advertisement indicating the last name, first name, patronymic of the applicant, title of the dissertation, specialty code and industry (in accordance with the Nomenclature of Specialties of Scientific Workers), names and addresses of the relevant dissertation council.

The text of the advertisement, indicating the number of the Bulletin of the Higher Attestation Commission of the Ministry of Education of the Russian Federation, in which it was published, is attached to the applicant’s certification file. The standard text of the advertisement and the procedure for payment for its publication are established by the Ministry of Education of the Russian Federation.

The defense of the dissertation is carried out after publication of the announcement in the Bulletin of the Higher Attestation Commission of the Ministry of Education of the Russian Federation.

19. The dissertation council accepts the candidate's dissertation for defense no later than two months and the doctoral dissertation no later than four months from the date the applicant submits all the necessary documents or provides the applicant with a reasoned conclusion within the specified time frame on the refusal to accept the dissertation for defense.

20. For dissertations, including in the case of a published monograph being submitted for defense, an abstract of up to two printed pages for a doctoral dissertation and one printed page for a candidate’s dissertation in the same language as the dissertation must be printed as a manuscript, with the permission of the dissertation council. and also in Russian (in the case of defending a dissertation written in a language other than Russian). For doctoral and candidate dissertations in the field of humanities, the volume of the abstract can be increased to 2.5 and 1.5 printed pages, respectively.

For doctoral dissertations in the form of a scientific report written in Russian, the abstract is not printed, but the scientific report is sent out as an abstract. If a scientific report is not written in Russian, then its abstract is printed in Russian.

The abstract should outline the main ideas and conclusions of the dissertation, show the author’s contribution to the research, the degree of novelty and practical significance of the research results. The abstract of the dissertation is printed by printing or on duplicating machines in the quantity determined by the dissertation council.

The abstract is sent to members of the dissertation council and interested organizations no later than a month before the defense of the dissertation. The list of organizations to which abstracts must be sent is determined by the Regulations on the Dissertation Council. Other recipients to whom the abstract must be sent are determined by the dissertation council.

21. One copy of the dissertation accepted for defense and two copies of the abstract are transferred to the library of the organization where the dissertation council was created no later than a month before the defense and are stored there as a manuscript.

22. Dissertation councils appoint official opponents for the dissertation from among scientists competent in the relevant field of science who have given their consent.

For a doctoral dissertation, three official opponents are appointed who have an academic degree of Doctor of Science, and only one of them can be a member of the dissertation council that accepted the dissertation for defense.

For a candidate's dissertation, two official opponents are appointed, one of whom must be a doctor of science, and the second a doctor or candidate of science.

Payment for opposition is made in the manner established by the Government of the Russian Federation.

23. Official opponents cannot be members of the Higher Attestation Commission and employees of the Ministry of Education of the Russian Federation, ensuring its activities, heads of expert councils of the Higher Attestation Commission, the chairman, deputy chairman and scientific secretary of the dissertation council that accepted the dissertation for defense, the applicant’s scientific supervisors, the applicant’s co-authors on published works on the topic of the dissertation, as well as rectors and vice-rectors of universities, heads of organizations and their deputies, employees of departments, laboratories, sectors, departments where the dissertation was carried out or the applicant works, as well as where research work is carried out for which the applicant is the customer or a performer (co-executor). Official opponents should, as a rule, be employees of different organizations.

24. The official opponent, based on studying the dissertation and published works on the topic of the dissertation, submits a written review to the dissertation council, which evaluates the relevance of the chosen topic, the degree of validity of the scientific provisions, conclusions and recommendations formulated in the dissertation, their reliability and novelty, and also provides a conclusion on the compliance of the dissertation with the criteria established by these Regulations.

25. Dissertation councils are appointed for dissertations by leading (opposing) organizations that are widely known for their achievements in the relevant branch of science or economics.

The review from the leading organization reflects the significance of the results obtained by the author of the dissertation for science and production. In review

works of an applied nature should also contain specific recommendations on the use of the results and conclusions of the dissertation.

The review of the leading organization is approved by its head or deputy head.

A copy of the review from the leading organization is given to the applicant no later than 10 days before the defense of the dissertation.

The dissertation council has the right to return a review to the leading organization that does not meet the specified requirements, or replace the leading organization if it does not meet the established requirements.

26. At the request of the applicant, the dissertation council must appoint a defense of the dissertation and, if available, negative reviews and conclusions.

27. The defense of a doctoral dissertation is carried out no earlier than two months, and a candidate’s dissertation - no earlier than a month after the publication of the applicant’s works reflecting the main scientific results of the dissertation.

The completeness of the presentation of the dissertation materials in the works published by the author is determined by the dissertation council.

28. A meeting of the dissertation council, which is granted the right to consider doctoral dissertations, is considered competent if at least two-thirds of the council members take part in its work when defending a doctoral dissertation and at least half of its members when defending a candidate’s dissertation.

When defending a doctoral dissertation, it is necessary to participate in the meeting at least three doctors of science in each specialty of the thesis being defended, and when defending a candidate's dissertation, at least two doctors of science in each specialty of the thesis being defended.

The decision of the dissertation council on the issue of awarding the academic degree of doctor or candidate of sciences is considered positive if at least two-thirds of the council members who participated in the meeting voted for it.

29. The public defense of a dissertation must have the character of a scientific discussion and take place in an atmosphere of high demands, integrity and adherence to scientific ethics, while the reliability and validity of all conclusions and recommendations of a scientific and practical nature contained in the dissertation must be subjected to a thorough analysis.

If a dissertation written in a language other than Russian is submitted, at the request of the applicant and with the consent of at least two-thirds of the members of the dissertation council and official opponents participating in the meeting, the defense of the dissertation may be carried out in the language in which the dissertation is written. If necessary, the dissertation council provides translation of the dissertation defense.

Official opponents are required to attend the dissertation defense. It is permitted, as an exception, to defend a dissertation in the absence for good reason of only one of the official opponents who gave a positive review of the dissertation. In this case, the review of the absent opponent is fully announced at a meeting of the dissertation council.

30. After finishing the defense of the dissertation, the dissertation council holds a secret vote on awarding an academic degree.

To conduct a secret ballot, a counting commission (consisting of at least three council members) is elected by open vote by a simple majority of votes of the members of the dissertation council participating in the meeting.

The minutes of the counting commission are approved by open voting by a simple majority of votes of the members of the dissertation council participating in the meeting.

The procedure for holding a meeting of the dissertation council when defending a dissertation, including the procedure for secret voting and the work of the counting commission, is established by the Regulations on the dissertation council.

31. If the result of voting on the award of an academic degree is positive, the dissertation council adopts by open vote a conclusion on the dissertation, which reflects the most significant scientific results obtained personally by the applicant, an assessment of their reliability and novelty, their significance for theory and practice, recommendations on the use of the results of the dissertation research , and also indicates in accordance with what requirements of paragraph 8 of these Regulations the dissertation was evaluated.

A copy of the conclusion is issued to the applicant at his request within a month.

32. If the decision on the results of the defense is positive, the dissertation council, within 30 days after the defense, sends the first copies of the doctoral dissertation and the applicant’s certification file to the Higher Attestation Commission (for a candidate’s dissertation, the first copy of the certification file). The second copy of the certification file is kept by the dissertation council for ten years. Registration of certification files of applicants is carried out in the manner established by the Ministry of Education of the Russian Federation.

The certification file is submitted to the Higher Attestation Commission in Russian. If the main provisions of a dissertation written in a language other than Russian are published in the languages ​​of the peoples of Russia or foreign languages, then, if necessary, at the request of the Higher Attestation Commission, the dissertation council must submit either the main provisions of the dissertation in Russian or a translation of the dissertation into Russian.

33. The procedure for returning documents to the applicant in the event of a negative result of defending a dissertation and the list of documents sent to the Higher Attestation Commission are determined by the Regulations on the Dissertation Council.

A dissertation based on the results of the defense of which the dissertation council or the presidium of the Higher Attestation Commission made a negative decision may be submitted for re-defense in a revised form no earlier than one year after such a decision is made. Permission from the Higher Attestation Commission for repeated defense is not required. When re-defending, the official opponents and the leading organization must be replaced.

34. If a candidate’s dissertation submitted for defense to the dissertation council, which has the right to consider doctoral dissertations, according to the reviews of two official opponents meets the requirements for a doctoral dissertation, then after the defense of the candidate’s thesis at the same meeting, the council makes two decisions by separate secret ballot - awarding the applicant the scientific degree of Candidate of Sciences and filing a petition with the Higher Attestation Commission for permission to submit the same dissertation for defense for the scientific degree of Doctor of Sciences.

In case of a positive decision of the Presidium of the Higher Attestation Commission, the defense of the dissertation for the degree of Doctor of Science is carried out in the usual manner, without re-distributing the abstract, but with an announcement of the defense in the Bulletin of the Higher Attestation Commission of the Ministry of Education of the Russian Federation.

35. Dissertations, based on the results of the defense of which positive decisions have been made, together with one copy of the abstract are transferred in the prescribed manner for permanent storage to the Russian State Library, except for dissertations on medical and pharmaceutical sciences, which are transferred to the State Central Scientific Medical Library.

A mandatory free copy of the dissertation is also transferred in accordance with the established procedure to the All-Russian Scientific and Technical Information Center of the Ministry of Industry, Science and Technology of the Russian Federation.
