About the changes

"Region of residence". The concept of “stay region” is introduced; this is the region in which the traveler is located. Outgoing roamer calls to all phones in the region of residence must be at home tariff or consumed from the package of minutes, depending on the roamer tariff. A good solution for those who move to another region and continue to use their beautiful or well-known number; the region of their stay becomes almost home without any additional payments. Unless, of course, a person doesn’t care that his friends/colleagues from the region where they operate will call him at long-distance prices. I heard an opinion that they did this specifically for officials who move to work in Moscow or St. Petersburg. They are used to the number, but they know how to count their money and don’t want to spend too much, they are thrifty people. Probably a joke, but in every joke there is only a grain of joke.

What if there are no options? Tariffs without a monthly fee in the “Super MTS” category in the new scheme look extremely advantageous compared to prices before March 14, which is why in the news it was “Super MTS” that was included in the comparison table (see above). Really impressive, calls are now half the price. The subtlety is that tariffs are compared without connected options; a more or less active communications user usually connected some option when traveling. Now - alas! – inexpensive and imp. paid options abolished, more on that below. On the other hand, now for infrequent calls/SMS while traveling you can do without options without being too costly. Moreover, the budget Internet BIT will now also be valid when traveling around Russia.

The highest tariffs, Smart and Ultra, do not have any options; everything is there without them and will remain the same. In other Smart tariffs, options can no longer be activated; all incoming and outgoing calls will cost 5.50 rubles per minute, read more about this below.

"Old" options. Perhaps the most unpleasant consequences of the price “reform” are in intranet roaming. Almost all previous roaming options are being withdrawn, including those previously connected. Moreover, previously connected options will remain in your personal account (a souvenir?), they will simply cease to operate. For example, the previously popular “United Country” option (archived from the end of 2016) provided all free incoming calls in intranet roaming. For many this was enough. The same grandmother, having moved to the village for the spring-summer, continued to calmly answer calls. No monthly fees or any actions, just connect once and forget. Now they will remember when the option stops working and the balance suddenly resets to zero.

Or the no less popular option “All Russia Smart” for those who often travel outside their home region. For 100 rubles/month, you could use packages on Smart tariffs when traveling without a “tax” of 15 rubles. for every day away from home. This option is not on the news hit list, but it is on the list of disabled options for internal use. I haven’t dug into the regional options, but most likely there’s something similar there.

"New" options

All the previous variety of optimizing options is now reduced to three options, see photo above.

“Russia is like home everywhere” for tariffs without a monthly fee, similar to the now disabled “Everywhere at home” for tariffs without a monthly fee. For 7 rubles. per day gives free incoming and all outgoing calls to Russian numbers at 3 rubles per minute. For Smart tariffs . The new option “Home Package Russia” is, in fact, an analogue of the previous 15-ruble “tax” on the use of packages when traveling; the tax is charged only on the days of use. The price is also the same. The difference is that there is a choice; you don’t have to activate the “Russia Home Package”. In this case, free incoming calls will only be from phones in the region of presence; minutes from the package are also spent only on calls within the region of presence. But the Internet from the package is consumed even when the option is disabled, which is a nice little thing. We also need to figure out how all this interacts with calls via the Internet from your number through the MTS application. Some ambush may be that a new option needs to be activated, and the person “not in the know” will pay retail for each minute of the call instead of the expected 15 rubles. per day, as before.

On three tariffs of the “first wave of changes” (from February 28), long-distance is included in the package and you can still call home for free, but for those Smarts that connected before the “tax on moving around Russia” began to be collected, the surprise could be very unpleasant. One of the largest mobile operators in Russia, MTS, announced a reduction in tariffs for communication services for so-called regional roaming from February 28. According to the new tariff conditions, MTS plans to make changes to several tariff plans and add new options that will eliminate fees for incoming calls, as well as reduce the cost of calls, SMS messages and Internet traffic when the subscriber is outside the home region.

“Starting February 28, MTS begins to introduce new prices for calls, SMS and Internet outside the home region in the MTS network on a number of tariff plans. The company clarified that incoming calls from numbers of all operators in the region of residence in one of the most popular tariffs, “Super MTS,” which now costs 10.9 rubles per minute, will become free.
