FSIS "Argus-Fito" is designed to automate the processes of registration and recording of phytosanitary surveillance documents. The system supports the creation of a unified database of phytosanitary documents and the generation of reports at various levels based on them.

The goals of creating the FSIS "Argus-Fito":

Registration and issuance of phytosanitary certificates and quarantine certificates by the Department is carried out in accordance with the order of the Ministry of Agriculture Russian Federation dated July 13, 2016 No. 293 “On approval of the procedure for issuing a phytosanitary certificate, re-export phytosanitary certificate, quarantine certificate.”

As of the current date since the installation of the program, officials of the Department have formalized:

11657 phytosanitary certificates (Kostroma region - 5989, Ivanovo region - 5668);

5276 quarantine certificates (Kostroma region - 5050, Ivanovo region - 226).

From 01/09/2019 to the present, specialists have issued 136 phytosanitary certificates and 279 quarantine certificates.

In 2018, the following was exported from the territories of the Kostroma and Ivanovo regions, accompanied by phytosanitary certificates: 91.9 thousand cubic meters. m of timber (lumber and industrial wood of coniferous and deciduous species), 115.9 thousand pieces of wood packaging material (pallets and boxes) and 3.1 thousand tons of other cargo (sawdust, soil, spinning fiber, wood flour, malt) . Products have been shipped to 49 countries, including countries of the European Union (Austria, the Netherlands, Germany, France, Sweden, Estonia, Lithuania, Latvia, Italy, etc.). In 2018, more than 4 thousand phytosanitary certificates and more than 5 thousand quarantine certificates were issued to other regions of the Russian Federation.

During interregional transportation (import and export), the Department inspected 56.9 thousand tons (grain and products of its processing, soils) and 113.7 thousand pieces (cranberry seedlings, seedlings of coniferous crops, planting material of fruit and berry crops) 189 thousand. cube m (timber) of regulated products.

1. Introduction

1.1. Application area

The preliminary notification system is intended to provide advance information to the Federal Service for Phytosanitary Surveillance about the arrival of goods subject to phytosanitary control. Information is provided by legal entities and individual entrepreneurs.

Preliminary information is the provision of information about cargo and vehicles moving such cargo, the time and place of their arrival at phytosanitary control points before their actual arrival. The provided information in the form of an electronic document - a preliminary notification - enters the phytosanitary control information system and can be used when preparing phytosanitary control documents.

Advance notification is intended to verify cargo information prior to its arrival and determine necessary actions with it, as well as to reduce the time of cargo clearance at the phytosanitary control point.

1.2. Brief description of features

The system allows legal entities and individual entrepreneurs to provide electronically to the Federal Service for Phytosanitary Surveillance information on the intended import, export or movement of cargo subject to phytosanitary control by submitting an application for the relevant phytosanitary control document.

1.3. User level

To work with the system, the user must have the skills to work on a computer with an installed operating system, as well as an installed Internet navigator (browser).

1.4. List of operational documentation

The user of the system should read the document “User’s Guide to Working in the Module for Preliminary Notification of Foreign Trade Participants.”

2. Purpose and conditions of use

tracking the status of the notification (whether the ACFC has completed this notification).

The user's technical equipment should include:

3. Login

3.1. Registration in the system

Before starting to work with the module, the foreign trade participant must register. To register you need to complete the following steps:

Press the button Registration .

Within 1-2 hours, an email with a unique login and password for logging into the module will be sent to the email address specified during registration. If the letter has not arrived, please contact support: support@ fito- rf. ru.

3.2. Starting the system

To enter the module you need:

Open an Internet browser, go to: predinfo. fito- rf. ru;
Enter the login (second line) and password (bottom line) received during registration into the request form and click the button Connect .

The screen that appears when you log in is shown in Fig.3:

In the upper left corner of the screen there are tabs: , Data imported from Excel . Notification results , Primary AKFC . Their purpose and use will be described below. In the picture above the tab is active List of notifications. If there are no previously created notifications, the list will be empty.

4. Description of operations

4.1. Create a new notification

To start creating a new notification, you need to click the button New notification in the upper right corner of the screen, while in one of the tabs: Notification List, Notification .

The first step is to introduce the exporting country. In line Search by name you need to start typing the name of the country, when the desired country appears in the list, select it with the mouse pointer.

4.1.1. Filling the top of the notification

To fill in the fields Departure country , Sender And Recipient you need to click the field name with the mouse pointer (or double-click the field itself with the mouse pointer), start typing the name in the window that opens, and when the desired value appears, select it from the list ( Fig.5):

If the sender (recipient) is not found in the list, then the corresponding field remains empty, and the field is filled in instead Sender information (by recipient ). When you click on the name of these fields, a client card (sender/recipient) appears, which you need to fill out and click Enter (rice. 6):

Field Kind of transport filled in by clicking on the arrow to the right of the field and selecting a value from the list.

Field Transport number is filled in automatically after adding cargo.

Field List of FSS is filled in automatically after adding weights.

In field Delivery location the FCP in which the cargo will undergo secondary control is indicated in the field Arrival location – FKP primary control at the border of the Russian Federation. If there is no information about the place of arrival, the field remains empty.

To fill in the fields Delivery location And Arrival location you need to click the name of the field, in the window that appears, start dialing the FKP number (in the field FKP code ) or its name (in the field Destination ), when the desired value appears in the list, select it ( rice. 7).

If the specific FCP is unknown, but the region (arrival or delivery) is known, then you need to indicate it. To do this you need to check the box Regions (rice. 8), in the list that appears, select the desired region.

4.1.2. Filling out the cargo card.

Attention!

To the right above the cargo table there is a field Open the cargo panel . Checking this box allows you to expand the cargo table to full screen, which is convenient for cases when there is a lot of cargo. You can return to the full notification creation form by unchecking the box. The mark is placed and removed with the mouse pointer.

To call up the cargo card, you need to press the button Add cargo located on the left above the table.

If you know the HS code of the cargo, you need to start entering it in the field of the same name until the desired cargo appears; if the code is unknown, click on the field to the right of the field HS Code and in the list of names that appears, select the desired cargo ( rice. 10):

Next, enter into the cargo card its weight (quantity and unit of weight), number of pieces, two-letter country code or name of the country of origin (enter to the right of the field Code of the country , the two-letter country code will be entered automatically by name), FSS data and transport number, press the button Save and close the card. The load will appear in the table.

If several loads are added, after adding the first load, without closing the load card, press the button Add cargo in the upper right corner of the card and enter data about the next load. After adding all the goods, you need to close the card.

You can also add a load to the table by pressing the button Add a note ("plus" on the button bar Action with load in the upper right area of the screen, rice. eleven):

A new one will be added to the cargo table empty line. Filling is done in the table columns by selecting a value from the list (the arrow to the right of the field) or by typing the value from the keyboard. The transition between columns is made using the key Enter on the keyboard or mouse pointer. Upon completion of filling new line need to press Save entry (“check mark”) on the button bar Action with load(Fig. 11).

If the FSS number and date for all cargoes are the same, you can enter the value of the number and date only for the first cargo and click the arrow in the table cell to the right of the entered number value. A confirmation window will appear to confirm that values are duplicated across the entire column. When answering Yes whole column FSS will be filled in automatically.

If the notification is completely filled out, you need to close the document by clicking the button Allow editing of a closed document (close document) . The button is on the tab Notification in the upper left area of the screen.

After closure, the notification can be used by the phytoinspector to create a quarantine phytosanitary control act.

Note.

The system has the ability to create a new notification by copying data from a previously created notification. In this case, you need to go to the tab List of notifications select the duplicate notification by clicking the mouse and clicking the button Copy notification in the upper right corner of the screen. You need to make the necessary changes in the new notification and close it (for editing a notification, see clause 4.3. given Guides ).

4.2. List of notifications

Tab List of notifications contains all notifications created by this user. At the top of the list there are filters with which you can select notifications according to specified criteria: for a specified period, for a specific sender, recipient, cargo.

Closed notifications are displayed in black font, open ones (including those that are not completely filled out) are displayed in red.

To view a notification from the list, you need to double-click it. A tab will open Notification , which will display all fields of the selected notification.

If there are no previously created notifications, the tab list List of notifications will be empty.

4.3. Editing a notification

To edit a notification you need to go to the tab List of notifications select it by double clicking. A tab will open Notification, in which you can edit the fields of the selected notification in the same way as the process of filling out fields when creating a new notification.

You can only edit an open notification!

The load in the table can be adjusted by highlighting the load line and pressing the button Edit cargo on the left above the table, or in the table itself by selecting the corresponding cell with the mouse pointer.

To remove a load from the table, select the load line with the mouse pointer and click the button Delete entry ("minus") on the panel Action with load in the upper right area of the screen ( rice. eleven).
