1.1. Application area

The preliminary notification system is intended to provide advance information to the Federal Service for Phytosanitary Surveillance about the arrival of goods subject to phytosanitary control. Information is provided by legal entities and individual entrepreneurs.

Preliminary information is the provision of information about cargo and vehicles moving such cargo, the time and place of their arrival at phytosanitary control points before their actual arrival. The provided information in the form of an electronic document - a preliminary notification - enters the phytosanitary control information system and can be used when preparing phytosanitary control documents.

Advance notification is intended to verify cargo information prior to its arrival and determine necessary actions with it, as well as to reduce the time of cargo clearance at the phytosanitary control point.

1.2. Brief description of features

The system allows legal entities and individual entrepreneurs to provide electronically to the Federal Service for Phytosanitary Surveillance information on the intended import, export or movement of cargo subject to phytosanitary control by submitting an application for the relevant phytosanitary control document.

1.3. User level

To work with the system, the user must have the skills to work on a computer with an installed operating system, as well as an installed Internet navigator (browser).

3. Login

3.1. Registration in the system

Before starting to work with the module, the foreign trade participant must register. To register you need to complete the following steps:

3.2. Starting the system

To enter the module you need:

  • Open an Internet browser, go to: predinfo. fito- rf. ru;
  • Enter the login (second line) and password (bottom line) received during registration into the request form and click the button Connect .

4. Description of operations

4.1. Create a new notification

To start creating a new notification, you need to click the button New notification in the upper right corner of the screen, while in one of the tabs: Notification List, Notification .

The first step is to introduce the exporting country. In line Search by name you need to start typing the name of the country, when the desired country appears in the list, select it with the mouse pointer.

4.1.1. Filling the top of the notification

To fill in the fields Departure country , Sender And Recipient you need to click the field name with the mouse pointer (or double-click the field itself with the mouse pointer), start typing the name in the window that opens, and when the desired value appears, select it from the list ( Fig.5):

If the sender (recipient) is not found in the list, then the corresponding field remains empty, and the field is filled in instead Sender information (by recipient ). In field Delivery location the FCP in which the cargo will undergo secondary control is indicated in the field Arrival location – FKP primary control at the border of the Russian Federation. If there is no information about the place of arrival, the field remains empty.

To fill in the fields Delivery location And Arrival location you need to click the name of the field, in the window that appears, start dialing the FKP number (in the field FKP code ) or its name (in the field Destination ), when the desired value appears in the list, select it ( rice. 7).

4.1.2. Filling out the cargo card.

Attention!

To the right above the cargo table there is a field Open the cargo panel . Checking this box allows you to expand the cargo table to full screen, which is convenient for cases when there is a lot of cargo. You can return to the full notification creation form by unchecking the box. The mark is placed and removed with the mouse pointer.

To call up the cargo card, you need to press the button Add cargo located on the left above the table.

If you know the HS code of the cargo, you need to start entering it in the field of the same name until the desired cargo appears; if the code is unknown, click on the field to the right of the field HS Code and in the list of names that appears, select the desired cargo ( rice. 10):

Filling is done in the table columns by selecting a value from the list (the arrow to the right of the field) or by typing the value from the keyboard. The transition between columns is made using the key Enter on the keyboard or mouse pointer. The system has the ability to create a new notification by copying data from a previously created notification. 4.2. List of notifications

Tab List of notifications contains all notifications created by this user. At the top of the list there are filters with which you can select notifications according to specified criteria: for a specified period, for a specific sender, recipient, cargo.

Closed notifications are displayed in black font, open ones (including those that are not completely filled out) are displayed in red.

To view a notification from the list, you need to double-click it. A tab will open Notification , which will display all fields of the selected notification.

If there are no previously created notifications, the tab list List of notifications will be empty.

4.3. Editing a notification

To edit a notification you need to go to the tab List of notifications select it by double clicking. A tab will open Notification, in which you can edit the fields of the selected notification in the same way as the process of filling out fields when creating a new notification.

You can only edit an open notification!

The load in the table can be adjusted by highlighting the load line and pressing the button Edit cargo on the left above the table, or in the table itself by selecting the corresponding cell with the mouse pointer.

To remove a load from the table, select the load line with the mouse pointer and click the button Delete entry ("minus") on the panel Action with load in the upper right area of ​​the screen ( rice. eleven).
